Occupied estate retrofit is constrained by continuity of service, fabric performance and clinical risk. The successful pattern is phased deployment with low temperature heat sources, fabric upgrades sequenced with the heat strategy, and a controls layer that protects comfort during transition. Funding routes can be combined to support the fabric, the plant and the controls workstreams in coordinated phases.
